How do I obtain an environmental assessment?
A qualified environmental consultant can prepare an environmental assessment. Your State's Office of Environmental Quality or the States Historic Preservation Office should be able to provide you with a list of qualified consultants. Due to disaster work, the State's emergency management agency may also have a list of qualified environmental consultants.

Is there a website for the National Flood Insurance Program that provides general information? Can I determine if my community/department is in good standing with the NFIP from the website?
"The National Flood Insurance Program Community Status Book" provides the reviewer with the status of community participation and status. The website is http://www.fema.gov/fema/csb.shtm. The user clicks on the State and scrolls down to list of Communities Not in the National Flood Program. This list is of communities where there is a known risk and the community is not participating or suspended from the program.
