Are pre-award expenditures eligible?
Expenditures in both the Hiring Firefighters and Recruitment and Retention of Volunteer Firefighters activities are eligible if they meet the following criteria:

  • The expenditures occurred on or after the end of the application period (June 28, 2005);
  • The expenditures were as a result of an urgent and compelling reason.

Are there targeted funding amounts for the two SAFER activities?
Of the total funds available, 80 percent ($52 million) is targeted to volunteer, career, and combination fire departments for the purpose of hiring firefighters.

Ten (10) percent of the funds ($6.5 million) will target all-volunteer or combination volunteer fire departments (in which 51 percent or more of the membership is made up of volunteer firefighters) for hiring firefighters.

Ten (10) percent ($6.5 million) is targeted to all volunteer and combination fire departments, and volunteer firefighter interest organizations for the recruitment and retention of volunteer firefighters.
